Forced Resignations, Stealthy Closures is an account of the losses faced by garment workers in Bengaluru city during the course of the pandemic in the year 2020. It documents the phenomenon of ‘forced resignations’ in the garment industry whereby factory managements who want to close down or reduce workforce construct situations of fear so that workers themselves tender resignations. Workers were suddenly left unemployed, lost out on continuity of tenure and compensation and were left without access to health care under the Employees’ State Insurance scheme. These losses came close on the heels of the major income losses imposed by the nation-wide lockdown and the extreme desperation workers and their households felt at mounting debts and the inability to make ends meet.

ಕೋವಿಡ್ ಲಾಕ್‌ಡೌನ್ ನಂತರ, ಗಾರ್ಮೆಂಟ್ಸ್ ಮಾಲೀಕರು ಕಾರ್ಮಿಕರಿಂದ ಬಲವಂತವಾಗಿ ರಾಜೀನಾಮೆ ಪಡೆದಿದ್ದರಿಂದ ಮತ್ತು ಹೇಳದೇ ಕೇಳದೆ ಕಳ್ಳತನದಿಂದ ಕಾರ್ಖಾನೆ ಮುಚ್ಚಿದ ಪರಿಣಾಮವಾಗಿ ಬೆಂಗಳೂರಿನಲ್ಲಿ ಬಹುತೇಕ ಗಾರ್ಮೆಂಟ್ಸ್ ಕಾರ್ಮಿಕರು ಕೆಲಸ ಕಳೆದುಕೊಂಡರು. ಗಾರ್ಮೆಂಟ್ ಉದ್ಯಮದಲ್ಲಿ ‘ಬಲವಂತದ ರಾಜೀನಾಮೆ’ ಎಂಬುದು ಸರ್ವವ್ಯಾಪಿ ಪಿಡುಗಾಗಿದ್ದು, ಕಾರ್ಮಿಕರು ತಮ್ಮ ಕೆಲಸಕ್ಕೆ ಅನಿವಾರ್ಯವಾಗಿ ರಾಜೀನಾಮೆ ನೀಡಲೇ ಬೇಕಾದಂತಹ ಸಂದರ್ಭಗಳನ್ನು ಆಡಳಿತವರ್ಗದವರು ಯಾವ ರೀತಿ ಸೃಷ್ಟಿಸುತ್ತಾರೆ ಎಂಬುದನ್ನು ಕುರಿತು ಈ ವರದಿಯು ದಾಖಲಿಸುತ್ತದೆ. ಇದ್ದಕ್ಕಿದ್ದಂತೆ ಬಂದೆರಗಿದ ಈ ಆಘಾತದಿಂದ ಕಾರ್ಮಿಕರು ನಿರುದ್ಯೋಗಿಗಳಾದರು. ಅವರ ಸೇವಾವಧಿ ಕಡಿತಗೊಂಡಿತು. ಆರೋಗ್ಯದ ತೊಂದರೆಯಾದಾಗ ಇ.ಎಸ್.ಐ ಸೌಲಭ್ಯವನ್ನು ಪಡೆದುಕೊಳಲಾಗಲ್ಲಿಲ . ಜೊತೆಗೆ ಅವರ ಆದಾಯ ನಷ್ಟವಾಗಿ ಜೀವನ ನಡೆಸಲೇ ಕಷ್ಟವಾಯಿತು. ಸಾಲ ಮರುಪಾವತಿ ಮಾಡಲಾಗದೆ ಅವು ಬೆಟ್ಟದಷ್ಟು ಏರಿದವು, ಮನೆ ಬಾಡಿಗೆ ಕಟ್ಟಲಾಗದೆ, ಊಟಕ್ಕೆ ಹಣವಿಲ್ಲದೆ ಕಾರ್ಮಿಕರು ಅತ್ಯಂತ ಸಂಕಷ್ಟಕ್ಕೀಡಾದರು. ಈ ಅಧ್ಯಯನವನ್ನು ಗಾರ್ಮೆಂಟ್ ಅಂಡ್ ಟೆಕ್ಸ್ಟೈಲ್ ವರ್ಕರ್ಸ್ ಯೂನಿಯನ್ (GATWU) ಮತ್ತು ಪರ್ಯಾಯ ಕಾನೂನು ವೇದಿಕೆ (ALF) ಗಳು ಜೊತೆಯಾಗಿ ನಡೆಸಿದವು
