The Comptroller and Auditor General of India (CAG) is reposed with the responsibility of auditing union and state government accounts and accounts of other bodies (para-statals like BDA, BMTC etc) under the government. The CAG is independent from the Executive and is selected by the President of the country. While there are dilutions of similarly constituted structures like the Supreme Courts and High Courts, the CAG has been studying and delivering audit reports which are insightful and some of which are landmark in their observations and directions to the government.
However, neither do the government departments nor the civil society pay much attention to these reports. For us who are at logger heads with the state on several issues and fronts, these reports can offer the much needed impetus to support our statements, using government data.
One of the reasons why these reports go unutilised by us is the niche area that the CAG is concerned with – economic and budgetry nature of data, analysis and presentation. The analysis of these reports require to be approached with relevant skills and perspective. Further, the challenge is also of incorporating this analysis our overall work.
ALF and EQUATIONS in collaboration with Himanshu Upadhyay are proposing a 1-day workshop with the below mentioned objectives. Himanshu Upadhyay*, Azim Premji Univeristy, will conduct the workshop.
1. Hone our capacities to analyse CAG reports
2. Discuss ways of incorporating these analyses in our work and strategies
* Himanshu Upadhyaya is faculty at School of Development at Azim Premji University, Bangalore. In his writings, Himanshu tries to weave the concerns on environmental governance with public finance, audit and accountability. He has read CAG audit reports with keen interest and writes on public finance and accountability.
